Subject: After the judgments of the Court of First Instance and of the Court of Justice, the Council maintained the list of persons, groups and entities subject to the restrictive measures provided for under the Council Regulation (EC) 2580/2001 with a view to fighting terrorism. The aim of the Council’s opinion is to inform them about the possibility of applying to the competent national authorities to obtain an authorisation to use frozen funds for basic needs or specific payments; about the possibility of submitting a request to obtain the Council's statement of reasons for maintaining them on the above-mentioned lists; and about the possibility of submitting a request to the Council, together with supporting documentation, that the decision to include them on the above-mentioned lists should be reconsidered.
