Subject: The European Parliament believes that the facts and trends of the the Hungarian authorities taken together represent a systemic threat to the values as set out in Article 2 of the Treaty on European Union (TEU) and as reflected in the Charter of Fundamental Rights of the European Union, and constitute a clear risk of a serious breach thereof. It submits, therefore, in accordance with Article 7(1) TEU, the annexed reasoned proposal to the Council, inviting the Council to determine whether there is a clear risk of a serious breach by Hungary of the values referred to in Article 2 TEU and to address appropriate recommendations to Hungary in this regard
