Subject: The Council of State has considered that acts imputable to the State have concurred to the deportation of persons considered Jews under the Vichy regime and for this reason they have raised a responsibility of the State. According to the ECHR (art. 13, 14), the Court has established that reparation requires an individual compensation of the victims and a solemn avowal of the State’s responsibility and of the collective prejudice. According to this advice, the different measures adopted from the end of the World War II, concerning compensation as well as the symbolic aspect, have remedied, for what is possible, the entirety of prejudices suffered.
