Subject: With this order the Court of Appeal has referred to the Constitutional Court the norms on time contracts, stating that they are in contrast with the principles provided by the Court of Strasbourg in the matter of retroactivity of civil law and that they imply a violation of the right to an effective remedy provided by the ECHR and the European Union’s Charter of Fundamental Rights.
