Subject: The judgments on the lack of legal aid in favour of the applicant, who could not afford to pay a lawyer during the proceeding of administrative surveillance, found illegitimate by the Court. The Court found inadmissible the further issue, i.e. whether the administrative surveillance, after the prisoners finished serving their prison term, was a preventive measure or a penalty; instead was deemed not in violation of the Convention the fact that the surveillance was imposed after the accused had served six years’ imprisonment
