Subject: The Author fully describes the functioning mechanism of the Committee for the Prevention of Torture (CPT), a non-jurisdictional organism established by a special Convention with a preventive character, in charge of monitoring and controlling the treatment of people deprived of freedom by a public authority, through a system of visits to the places where those people are kept. Now its field of action covers all Europe with the only exception of Byelorussia, which is not a member of the Council of Europe.
