Subject: The decision of the Inter-American Court of Human Rights found the responsibility of the State for the violation of the right to an effective remedy and to the right to know the truth, in virtue of the lack of investigations, trial and conviction of the persons, who tortured and killed the journalist Vladimir Herzog in 1975, during the military dictatorship, as well as the responsibility for the application of the law on amnesty, prohibited by international law in case of crimes against humanity
