Subject: The purpose of the European Commission is to facilitate a comprehensive debate between EU institutions, Member States, and social partners, so that by the end of 2007, the European Council may adopt a set of common principles of flexicurity. The common principles could be: flexible and reliable contractual arrangements; a balance between rights and responsibilities for employers, workers, job seekers and public authorities; adaptation to specific circumstances, labour markets of the Member States, without a single labour market model; a reduction in the division between the employed and unemployed; support of gender equality by promoting equal access to quality employment for men and women, and by offering possibilities to reconcile work and family life; trust and dialogue between public authorities and social partners; fair distribution of costs and benefits, especially between businesses, individuals and public budgets.
