Subject: The report outlined in particular three elements: the Impact Assessment Guidelines (that can do some of the groundwork to prepare for the fundamental rights proofing of legislative proposals and it must describe the degree of interference with the right and the necessity of such interference in terms of the options for action and the policy objectives sought to be attained), the better targeting of “recitals” (where a proposal has serious fundamental rights implications individualised and specific recitals on particular rights will be included) and the harnessing of the Agency in the preparation of Commission initiatives and actions. The Commission moreover underlined that the commitment to the respect for fundamental rights must be a common goal of all the Institutions involved in the legislative process
