Subject: The Recommendation aims to promote the participation of citizens and civil society organisations in public policy- making to help building democratic resilience within the Union. It encourages Member States to provide more opportunities for citizens and civil society organisations to effectively participate in public policy-making processes carried out by public authorities at the local, regional and national levels, in line with established standards and good practices. Member States should take effective, appropriate and proportionate measures to protect, support and empower civil society organisations to ensure a thriving civic space
