Subject: The Regulation applies to the cross-border service of judicial and extrajudicial documents in civil or commercial matters. It does not apply, in particular, to revenue, customs or administrative matters or to the liability of a Member State for actions or omissions in the exercise of state authority. The Regulation, on the contrary, does not apply: where the address of the person to be served with a document is not known; to the service of a document in the forum Member State on a representative authorised by the person to be served, regardless of the place of residence of that person
