Subject: The Court ruled that the first question was inadmissible, because it sought, in fact, to obtain from the Court an advisory opinion on a general question which was irrelevant to the resolution of the dispute. Moreover, the Court affirmed that it has no jurisdiction to answer the second and third questions, concerning the interpretation of the requirement to state reasons for the acts of public authorities, because the situation was purely internal.
