Subject: The High Court has refused a Ghanaian citizen the authorization to apply for review of the former decision of the Refugee Appeals Tribunal, which denied the status of refugee, because of the lack of substantial reasons that could demonstrate the groundlessness of such decision. The Court has stated again the principle that the burden of proof concerning the status of refugee is on the claimant.
