Subject: The House of Lords has recognized the legitimacy of the measure adopted by the UK when, under extraordinary and imperative security reasons, when part of a military occupying force, it had detained people not accused of any crimes, nor prosecuted, as provided by the obligations deriving from the Charter of the United Nations of 1945, despite the violation of art. 5 of the ECHR.
