The=20
Parliamentary Assembly refers to its=20
Resolution 1718 (2010) on the impact of the global =
economic crisis on migration in Europe.
2. =
The=20
Assembly considers that the Council of Europe is well=20
positioned to contribute by its own standards and =
expertise to=20
the global debate on how to best relieve the impact of =
the=20
current economic and employment crisis on migrants. In =
this=20
context, it draws attention to the Organisation=92s =
previous=20
work in strengthening the rights of migrants, refugees =
and=20
asylum seekers and encouraging their effective=20
integration.
3. =
=20
Consequently, the Assembly recommends that the =
Committee of=20
Ministers:
3.1.=20
brings the=20
recommendations contained in the aforementioned =
Resolution to=20
the attention of the =
=20
governments of member states;
3.2.  =
; =20
encourages all member states to adhere to and =
implement the=20
relevant Council of Europe=20
conventions =
ensuring the=20
protection of migrant workers;
3.3.  =
; =20
instructs the European Committee of Migration (CDMG) =
to issue=20
a policy paper on the =
=20
consequences of the global crisis on migration in the =
47=20
member states of the Council of Europe,=20
bringing together =
inter alia relevant quantitative and empirical =
data on=20
the effects of the current crisis=20
on migration =
flows,=20
unemployment rates among migrants, remittance flows as =
well as=20
policy responses =
from all=20
member states of the Council of Europe;
3.4.  =

further develop measures to promote and protect the =
human=20
rights of especially vulnerable=20
migrants and =
those in=20
need of protection;
3.5.  =
; =20
step up the organisation=92s work in the field of =
integration of=20
migrants in European societies;
3.6.  =
; =20
further develop anti-discrimination and =
awareness-raising=20
programmes fostering tolerance and=20
respect towards =
cultural=20
diversity and the positive contribution of migrants to =
society.
