Subject: The paper focuses on quality of justice, which is a constant and long-standing concern of the Council of Europe and the European Court of Human Rights. It analyses various models of judicial administration in Europe and highlights how some European Countries, as well as the European Commission for Efficiency of Justice (CEPEJ), have progressively defined appropriate benchmarks and tools to monitor, measure and evaluate the quality of the judicial system, in order to indentify the reasons of its malfunctions and to establish the proper solutions to it and to restore the confidence and trust of citizens in the Judiciary. The paper is an excerpt, re-elaborated by the author, of the“ Concept paper for the evaluation of the judicial system in Romania. Procedures and methodology”, worked out by a team of Italian magistrates within the European Union “Twinning Project RO /2007-IB/JH – 25 TL” between the Italian Consiglio Superiore della Magistratura and the Romanian Consiliul Superior al Magistraturii.
