Subject: The European Parliament urged the EU to continue to develop an external climate policy and to speak with one voice to maintain its leading role in the negotiations and to maintain a high level of ambition in discussions with its international partners, in order to achieve an ambitious and legally binding international agreement in Copenhagen. This agreement should be based on the principle of a "common but differentiated responsibility" and it should bind the parties to provide for sanctions at international level for non-compliance of the mandatory reductions.
