Subject: The European Council has adopted the new multi-annual programme for the period 2010-2014 to the development of an area of freedom, security and justice of EU, defining the following political priorities: promoting European citizenship and fundamental rights; facilitate access to justice; developing an internal security strategy in order to protect the European citizens; developing an integrated border management and visa policies to made more effective and efficient access to EU territory for persons in need of international protection and having a legitimate interest; developing a European migration policy, based on solidarity and responsibility; increasing the external dimension of the EU's policy in the area of freedom, security and justice. The European Council identified moreover tools to achieve these objectives.
