Subject: The Parliamentary Assembly points out that the Council of Europe’s European Convention on Human Rights and Fundamental Freedoms protects all persons, including those with disabilities, and that Article 15 of the European Social Charter (1961, revised in 1996) explicitly guarantees to persons with disabilities the effective exercise of the right to independence, social integration and participation in the life of the community.
