Subject: The applicant, Mireille Blandeau, is a French national born in 1950 and residing in Poitiers (France). It is an official of the Ministry of Civil Defense.
The applicant filed three requests for legal aid for three remedies it had introduced at different times and on three separate administrative decisions: an administrative decision Rating, an administrative penalty and a refusal to grant a leave of restructuring . She complained about the lack of notification of its two orders denying motions to the granting of legal aid to the State Council and its rejection of appeals by the State Council for lack of representation a lawyer. It relied on Article 6 § 1 (right of access to court).
The Court concluded unanimously that the violation of Article 6 § 1 and said that the finding of a violation provided in itself sufficient just satisfaction for moral damage suffered by the applicant.
