Subject: Recalling that where the European Union adopts restrictive measures its is required to communicate to the person concerned the reasons underlying these measures in order that that person may exercise his rights of defence and his right to effective judicial review, the General Court annulled the measures freezing the funds of Nadiany Bamba, because the Council did not provide a sufficient statement of reasons as to how Nadiany Bamba obstructs the processus of peace and reconciliation in Côte-d’Ivoire.
